Resources for Families

Following the most recent guidelines from state officials in response to the COVID-19 public health crisis, Boys & Girls Clubs of Portland Metro (BGCP) made the difficult decision to close all Clubs starting Monday, March 16. See the latest update on these Club closures.

Check out several weeks of fun activities in this virtual programming calendar, put together by Club staff.

To help assist families in need of childcare, food, housing assistance and other services, we have created this list of community resources. We will be updating this list as frequently as possible; however, please keep in mind that as the situation changes over the coming weeks some information may become outdated. Pandemic of Love

Pandemic of Love is an international mutual aid community started in response to COVID-19. When you fill out this form to request help with grocery bills, gas for your car, utility bills, and other needs, you will be connected to a patron community member to help.

Childcare

During this public health crisis, we advocate children stay home if possible. However, we know that many families, including those of service workers, first responders, and medical professionals, will still need access to childcare while schools are closed.

211info is an excellent resource for assistance accessing childcare.

Child care facilities are not required to close at this time. You can also search a list of child care providers through this online child care search tool.

Childcare for First Responders & Essential Workers

  • Champions: Child care is being offered at essential Champions sites. Check their website for the list in Oregon.
  • Kindercare: Offering child care for youth up to age 12 for workers in essential roles at select sites. Check their list for open sites in Oregon.

Blanchet House

Open Monday – Saturday
Meals at 6:30-7:30 am, 11:30 am – 12:30 pm, and 5 – 6 pm

​Anyone who would like a meal is welcome to eat at Blanchet House of Hospitality free of charge. We offer delicious, well-balanced meals six days a week, three times a day in a safe, clean and friendly cafe. Our volunteers serve every guest a plate of food helping to nourish and restore dignity to the individual without judgment. There are no requirements to enjoy a meal at Blanchet House.

Meals on Wheels

To-go home meal service will be unavailable beginning Tuesday, March 17, with the exception of the Meals on Wheels downtown location at 1032 SW Main, which will remain open for to-go meals from 10 a.m. to noon from March 17 – 20 for people who regularly access that site. Native American Youth and Family Center (NAYA)

Provides meals to elders and after-school families enrolled in NAYA programming. Many Nations Academy students should go to local school distribution sites for meals provided there. More resources are listed on their website.

Oregon Food Bank

Use their find a food pantry tool to find a food pantry near you.

Though hours of operation are updated as frequently as possible, please call ahead before visiting a location.

Partners for a Hunger Free Oregon

Partners for a Hunger free Oregon has put together a COVID-19 online resource guide that will help you find info about SNAP, school meal programs, Food Pantries and more.

They have a list of all Oregon school districts with links to their meal plans during the Coronavirus school closures. You do not have to attend that specific school or district to have access to these meals – free meals are available to children age 1-18 to pick up “grab and go” style.

Portland Area Covid-19 Mutual Aid Network

Covid-19 Mutual Aid Network
Volunteers committed to assisting​ communities impacted by COVID-19. They try to respond within 48 hours to let you know if they can meet your needs, and will shop and deliver groceries for those with financial means but inability to get to the store. Fill out this form to be connected. 

Rose Haven

Rose Haven will be continuing to offer services. They will be serving meals from 9 am-noon M-F as well as offering supplies. They are letting a limited number of people in at a time for their restrooms. Services include: Food, water, emergency clothing, diapers, wipes, hygiene products, mail service, pet food, bathrooms and sink usage, outdoor supplies including tents, tarps, sleeping bags (as supplies last), additional direct service allocations for rental and utility assistance.

SNAP

Benefits will continue to be available on their regular schedule. You do not need to go into a Department of Human Services office to get service. You can call or email a DHS office to access an application (or you can apply online), submit information or paperwork, report changes and/or to conduct an interview.

Walmart and Amazon are now accepting SNAP for delivery of food qualified items.

Snowcap

Monday – Friday 10 am – 2 pm, Monday & Wednesday 6-8 pm

Families will be provided with 3-5 days of healthy groceries. ​You must live east of 82nd avenue and within Multnomah County. Proof of address required (mail addressed to you within the last 30 days).  Call (503) 674-8785 for additional information.

Sunshine Division

Serving Portland and Gresham with emergency food box deliveries to area homes. In person pick-up at Sunshine Division locations on N. Thompson and SE Stark. More info and register for delivery >>

Wichita Center

Lift Urban Portland

Delivering food boxes for those who cannot come to Preston’s Pantry. ​Each person in the program receives a food box once a month, with a service referral from a Case Manager or Resident Service Coordinator. Call 503-221-1224 to determine eligibility. Learn more >>

Lionheart Coffee

Starting Monday, March 16th Brown bag lunches available until they run out for ​anyone​ who needs it. Check their instagram for updates.

The Gladstone School District will serve students free breakfast and lunch from March 16-20 and March 30-31. No meals will be provided during Spring Break, March 23 to 27. Meal service will continue if the school closure is extended. Learn more >>

Between 9 am – 10 am, any youth age 1-18 can pick up a free grab and go breakfast and lunch from:

Beaverton School District

The Nutrition Services Department will be providing free breakfast & lunch for all students and children ages 1 and up from March 16-20, March 30, and March 31 from 11:00 a.m. to 12:00 p.m. at designated school sites (listed below). Meals will be available to all students. Students must be present to be given a meal. Staff will be handing meals out, grab-and-go style. Cafeterias will not be open for dining.     • Locate the carpool lane on the east side of the building (closest to park) and go to door number two. Please line up alongside the sidewalk and remain in your vehicle. A volunteer staff member will then bring you the appropriate number of meals.
  • Oltman Middle School (6625 Goodview Ave. S., Cottage Grove, MN 55016)
    *Replacing Cottage Grove Middle School as of Tuesday, May 12

    • 4-6 p.m., Tuesdays and Thursdays
    • Enter the parking lot and follow the car pool lane to door #28. Please line up alongside the sidewalk and remain in your vehicle. A volunteer staff member will then bring you the appropriate number of meals.
  • Lake Middle School (3133 Pioneer Dr., Woodbury, MN)
    • 11 a.m.-1 p.m., Mondays and Wednesdays
    • Enter Lake Middle School from Pioneer Drive and continue to go straight until you reach the other side of the building where the bus entry is located. Please line up alongside the sidewalk and remain in your vehicle. A volunteer staff member will then bring you the appropriate number of meals.
  • Woodbury Elementary School (1251 School Dr., Woodbury, MN 55125)
    • 11 a.m.-1 p.m., Tuesdays and Thursdays
    • Locate door number two on the west side of the building. Please line up alongside the sidewalk and remain in your vehicle. A volunteer staff member will then bring you the appropriate number of meals.

Community Healthcare

  • Federally Qualified Health Care Systems (FQHCS) in Oregon: Anyone, regardless of their immigration status, can go to one of these community clinics. They will have a sliding scale for payment for general primary care services, and all tests and treatments related to COVID-19 are covered without any cost.
  • Project Access Now continuing to provide Oregon Health Plan (OHP) enrollment over the phone.

Student Healthcare

African American Mental Health Practitioners:
Listing of African American mental health providers in Portland for youth and adults from Jonicia Shelton; please do your own research about licensure and practitioners listed here, as they may be subject to change.

Services for Spanish Speaking Adults:
The Latino Services at Central City Concern’s Puentes Program is accepting referrals for mental health services to Spanish speaking adults (sorry, no youth), particularly for those in Multnomah County who are uninsured. These referrals can go to their case manager, Jesus Mendoza at jesus.mendoza@ccconcern.org.

Other Financial Services and Assistance

  • The Treasury Department and the Internal Revenue Service are providing special payment relief to individuals and businesses in response to the COVID-19 Outbreak. The deadlines to FILE and PAY federal income taxes are extended to July 15, 2020.
  • Birch Community Services provides families with classes and one-on-one financial counseling to help them on their journey to become financially self-sufficient. Also helps distribute food, clothing, and household items to working, struggling families.

  • Portland Water Bureau customers, your sewer/water will not be shut off during this time, per announcement from the Portland Water Bureau. PLEASE NOTE: The Water Bureau always offers crisis assistance in the form of a $500 voucher once every 12 months if you cannot pay your bill at any time. More information here.
  • Northwest Natural – ​is suspending automatic service shutoffs in the event of nonpayment.Customers should call ​ (800) 226- 4211 and contact the billing department to make arrangements.
  • Pacific Power– ​Pacific Power is temporarily suspending disconnections and late fees for non-payment for customers in Oregon, Washington and California.Customers can call 1-888-221-7070 at any time to speak with a customer care agent.
  • Portland General Electric (PGE) – ​Suspended non-payment disconnection. If you need help with your bill, please call them.You can request a payment extension 24/7 by logging in to your account or calling our automated phone system at the numbers below.They will work with you to set up a payment plan or help connect you with energy assistance programs, if needed.Call 503-228-6322 or 800-542-8818 Monday through Friday, 7 am to 7 pm.
  • City of Portland – ​Until further notice, Portland Water and BES will not disconnect water service for non-payment of sewer/storm water/water bills. Customers are still responsible for sewer/storm water/water charges due now accrued during this temporary suspension. Flexible payment arrangements and discounts available for low-income homeowners and renters and rent assistance for water users in multi-family properties and other options.Call Customer Service at 503-823-7770 to work out a plan.  Apply for financial assistance.

Internet

Many Internet Service Providers, including Comcast, CenturyLink, NW Fiber (Frontier), AT&T, Verizon, T-Mobile, Sprint and numerous others, took a pledge to the following commitments for the next 60 days (starting the week of March 14):

  1. Not terminate service to any residential or small business customers because of their inability to pay their bills due to the disruptions caused by the coronavirus pandemic.
  2. Waive late fees that any residential or small business customers incur because of their economic circumstances related to the coronavirus pandemic.
  3. Open Wi-Fi hotspots to any American who needs them.

Comcast Internet Essentials:  Any new Internet Essentials customers will receive the first two months service free of charge and Comcast will assist them with the acquisition of a notebook computer.

AT&T:  AT&T is offering Cisco Webex Meetings for 90 days to businesses, universities and schools.

T-Mobile:  T-Mobile is working with its partners to provide its Lifeline customers with extra free data up to 5GB per month over the next two months. Additionally, T-Mo is increasing the free data allowance for students and schools in the EmpowerED digital learning programs, ensuring that they’ve got at least 20GB of data per month for the next 60 days.

Rental Update

  • Evictions suspended in Multnomah County and Portland: On March 17, Multnomah County and Portland suspended evictions. Tenants will have up to six months after March 26, when city and county state of emergencies end, to repay any rent they owe, officials said.

    The moratoriums apply to people whose jobs are shut down, whose work hours are reduced, who miss work to provide child care, or who are unable to work because they or a relative are sick from the virus.

  • The public charge has been lifted for COVID-19. There will be no charge for getting tested or treated for COVID-19, even if you do not have insurance. Find more answers and resources in 11 languages.

Buses, MAX and streetcar service is still available, but with seating limited and most routes reduced to service similar to weekend frequency. Masks are required on transit.

Cash is no longer accepted, so riders will need to pay with the Hop card or mobile wallet. FREE Hop cards may be obtained at Pioneer Courthouse Square, or will be mailed to you if you call: 503-238-7433, or email hopto@trimet.org.

Ride Connection
Still in service, though limited, with increased social distancing practices for essential travel. Primarily for older adults and people with disabilities.

Covid-19 Mutual Aid Network
Volunteers committed to assisting​ communities impacted by COVID-19 by delivering food and other supplies. They try to respond within 48 hours to let you know if they can meet your needs, and will shop and deliver groceries for those with financial means but inability to get to the store.
